How to pay in Uruguay as a visitor

  1. Use cards first.Foreign cards are broadly useful in cities and tourist areas. Carry a second card and some Uruguayan pesos for small or rural businesses.
  2. Toke needs a local account.Uruguay's common QR rail debits a participating domestic bank or electronic-money account; it does not accept a foreign card directly.
  3. Check the electronic-payment VAT benefit.Specified services paid through eligible electronic methods receive a nine percentage-point VAT reduction through 30 April 2027 under Decree 235/026. It covers residents and nonresidents. Tax Free goods have a separate departure process.

Payment apps and QR in Uruguay

Most visitors need no local wallet. Toke is domestic; the useful QR exceptions are tied to an existing Brazilian Pix or Mercado Pago Argentina account.

How does the nine-point VAT reduction work?

DGI's 2 October update and Decree 235/026 retain nine VAT percentage points through 30 April 2027. Eligible services include restaurant meals and car rental without a driver, paid using qualifying cards or electronic instruments held by an individual. Residents and nonresidents can qualify; a foreign-issued card is not a general requirement of this regime. The payment administrator applies the benefit to the statement; the original consumption receipt may show the full amount. This is not a nine-percent discount on every purchase. Separate seasonal nonresident benefits, hotel rules and Tax Free goods have their own conditions.

What is Tax Free and how do I pay for Montevideo buses?

Tax Free merchandise is separate: qualifying goods above UYU 600 at participating stores require departure validation and refund to the supplied credit card. For buses, a common STM card can be issued with a passport; it gives access to cheaper and transfer fares and can be loaded at STM points.
